The likely reason
A piece has at most one active offer at a time, from anybody. When someone places a new offer on it, every previous active offer is deleted — including yours, and including other people's.
Last offer wins. If your offer vanished without being rejected, this is almost certainly what happened.

Was I charged?
Yes, and it is not coming back. The fee is for publishing the offer and is charged when you place it, whatever happens afterwards — rejection, expiry, being outbid or cancelling it yourself.
That is deliberate: an offer that costs nothing to place is an offer nobody has to mean.
What to do
- Offer again if you still want the piece. There is nothing to clean up first; a new offer replaces whatever is there.
- Check your notification settings. Offers and auctions is on by default, so if you are not hearing about rejections and acceptances, that category has been turned off.
- If you are not verified, your "hidden" offer was not hidden. The flag is ignored for unverified users and the offer is stored visible, without warning you.
